This guide isn't about the ever elusive sub 3:00 cosmic TTK, its about being ready to go into omega tier and currently clearing cosmic content with as little issue as possible.
Unless you just blatantly disregard everything on the screen(even then you still probably wont), not only will you not die but you'll do reasonable enough damage to not dread running content because it takes too long like it does with a typical tank.
This is a very "new player" friendly build as-well despite being ready for omega tier as it doesn't rely on infinity points to be viable.
Powers/Items
Rotation
Canadian Devil, i prefer spin2win, is going to be held down at all times when near enemies. Its melee, ranged, and movement (should also be area but oh well) tags giving a proc to anything we ever put on that relies on those power tags.
Try to use Foot Gougers directly after Hulk Hand Arrow to try and keep the timing on the debuffs about the same and use Bang Boom Pow, Cutting Room Floor, and Server Lag whenever possible.
Low on health for some reason? Use Superior Healing Factor and your medkit and youll be right back to full health.

Power Gem: Max Potency then Indomitable, after than put the points wherever you like.

Soul Gem: It all goes in Fighting, but if you want to be "that guy" with far more health than needed, go ahead and max God Among Insects first.
Space Gem: Durability. No reason to go elsewhere.
Time Gem: Max Chrono-surge, after that put them anywhere you like.
Slot 1
Fragment of Twilight is glorious due to us having melee power tags allowing it to function as a DPS and survival unique.
If you can't get your hands on one Chuck Uzi's is a solid backup.
Slot 2
I just love the x-men uniform easily available from danger room. It has a free revive, damage reduction, damage rating and up to 4 fighting, our primary attribute on DP, not to mention more health than you can shake a stick out along with a few other defensive stats.
Slot 3
When it comes to slot 3, you get DP's unique, and then really nothing. Don't worry, the lack of itemization here is ok because DP's slot 3 has everything we need for DPS and survival.
Slot 4
Go with DP's unique here also. 10 attribute points and 2000 health and much needed brutal stats.
Slot 5
Either of DP's uniques will work, personal preference
Alternate Artifacts
Gem of Kursed, Kevlar Plated Helmet, Ziggurat of Kargul, Flag of the Skrull Empire.

Legendary
You can't go wrong with Savage Axe or M'kraan Crystal but to I went with a Shield for the extra survival taking me up to the 78k+ effective health range.
Relic
No real reason to use anything but Gibborim here, a max stack adds roughly 12% base damage and this build is too "hybrid" to benefit more than that from anything other than maybe Atlantis.
Ring
You could argue that Midtown ring is the easy go to ring here. Canadian Devil being tagged as a movement power the uptime on the 30% base damage buff is always active and the 30% chance after movement power to make our next power crit proc makes up for DP's lack of crit rating.
I like the raw stats from the melee/ranged Xavier's ringed from danger room through, and a physical sling ring or ICP ring work also.
Uruforged
Grab either a physical or defense uru with power doop. If you can't get a power doop god of mischief works as a replacement.
Pet
Green: +% base health
Blue: + Spirit
Purple: + 3% damage on physical attacks
Cosmic: While moving gain 6% base damage and 3% defense rating
Unique: +3 fighting or durability
Insignia
Cyclops is all around awesome here, but anything with flat damage rating works.
Due to our lack of critical/brutal % criticial hit rating and damage rating vs boss or ranged is preferable.
Catalyst
+3 fighting or durability is a must. Phyiscal damage, health, spirit(awesome), and life on hit are what you want here. For a cosmic affix the 1000 damage rating is by far the best as we don't really need the medkit shield while we do lack some top end damage.
Medallion
Any combination of fighting, durability, damage rating, physical damage, health, or critical hit rating works. SHIELD Agent Medallion gives us a great combination of stats.
Cosmic Kurse run
